Chipmakers carried the market higher for a second straight day, with the Philadelphia Semiconductor Index up about 3.6% and every one of its 30 members rising, which pushed the Nasdaq 100 up 1.3% while the Dow finished flat. It came a day before the Federal Reserve's rate decision and earnings from Microsoft and Alphabet. Underneath the headline gain the day was split: energy fell more than 2% as refiners had their worst session in about 18 months, and Boeing dropped nearly 11% after a wider-than-expected quarterly loss, which held the Dow back. A stronger-than-expected consumer confidence reading and a slightly lower VIX (the market's gauge of expected volatility) pointed to a calmer mood going into the Fed.
